What matters when buying
Steel burr, not ceramic
Peppercorns are hard, dry and brittle, which is exactly what a hardened steel burr is built for. Ceramic is the material of choice for salt, because salt corrodes steel — so a duo set that uses one ceramic mechanism for both jars is a compromise made for the salt half.
How fine, and how you set it
Coarseness is set either by a nut under the grinder or by a dial you can reach mid-grind. On the electric mills here the external adjuster matters more than it sounds, because you cannot casually turn a powered mill upside down over a hot pan.
One mill or a matched pair
Only two entries in this top ten are a pepper mill on its own. If you already have a salt mill you like, a duo means paying for a second jar you will never fill — and the Le Creuset at rank 6 and the OXO at rank 10 are the two to compare against each other.
Electric or hand-cranked
Five of the ten run on batteries or USB and grind one-handed, which is the point when the other hand is holding a pan. The trade-off is a charging base on the worktop, a motor that fixes the grind speed for you, and a mill that stops when the cell dies.
Capacity and refilling
Peppercorns take more room than salt crystals, so a 40 g or 95 ml chamber empties faster than the number suggests. Acrylic bodies show you the level; the opaque stainless ones here give no warning before the mill starts turning on nothing.
Where the pepper lands
A mill that grinds through an open collar leaves a grey ring wherever it is set down. The OXO in this list is sold specifically on not doing that, which matters for a mill that lives on the table rather than beside the hob.
